If you want to remove a follower:

This does not send a notification to the user, so they will not know they have been removed from your followers. However, they will no longer be able to see your posts unless you make them public.

Using privacy settings for posts and stories

Another way to control what someone can see without blocking them is to customize the privacy settings of your Instagram posts and stories. You can specifically choose who can see your content, thus limiting a person’s access without having to block them.
